I call this "The SEA of indistinguishability." That describes 90% of the websites we all run into, browsing on a daily basis. We rarely stop and get hooked on them. That is because they blend in with the used & abused templates.

I personally started out on legiit selling my first website at 40 bucks! .. I still remember this day and the order notification! … NOSTALGIA!

Cheap developers (if they are not starters or beginners) are more likely to be one-dimensional. Meaning, they just lump boxes and text side-by-side in a template and sell you that happily, but they don't know about Sales copy that elicits the right emotions and speaks the language of your target audience to ensure the website converts and your competitive edge is emphasized within the build.

They don't know what Google Ads and Facebook Ads split testing would require (a very specific website/landing page anatomy) for ads to work, or your future money will go to waste.

I don't think we need someone doing the same thing for years will be the same and just adding the number of years to their resume.
